I have downloaded ArcGIS Portal but when I try to open it the web browser says "Privacy Error" - "NET::ERR_CERT_AUTHORITY_INVALID"

Have you set up your portal web adaptor?  Also, the portal should use your fully qualified server name as its domain, because it is primarily used for internal web gis purposed.  thank you.

As was mentioned before, make sure you have the web adaptor installed and configured for portal. You will also need a CA-signed SSL certificate installed on the web adaptor web server (IIS, Apache, etc) or you will see the same warning. The web server will also need to be accessible to the users that you intend to use the system (external for use outside your network). This will need to be coordinated with IT staff in the event there are domain name and firewall changes needed.

The warning you are seeing is most likely from accessing Portal using the URL with port 7443 that uses a self-signed certificate, which is not secure.
