Locked Files - Who's Locked It?

We have a map service that needs updating, but after I've stopped the map service, I still can't rename the file geodatabase in the shared folder, saying that it's locked by another program.

Is there such a tool that can be used to see which service has the files locked?

Attempting to rename in Windows Explorer or ArcCatalog?

Can you use the Compact gp tool to remove the .lock files?
