Host Streetmap data locator from ArcGIS Datastore or local drive for published web services.

I inherited an administrator's role for ArcGIS Portal, Server and Datastore and know enough now to be dangerous. I have almost no knowledge of actually creating project in Pro. We have a published Geolocation service that uses a Streetmap Premium locator. What is the best way to host it for high usage / concurrency?

1. Can I create a new file based datastore pointed at: C:\StreetmapData\...\locatorname.loc on ArcGIS server so that pro users and published locator services can consume it from there?

2. The alternative also seems to be to copy the Streetmap data to ESRI servers local drive and also copy the same data wherever Pro is installed (we would want to keep the locator paths the exactly the same, so its matches paths once published to server). However, I don't like the idea of duplicating the same Streetmap data to multiple locations. 

(In the past we had it in a single network share everyone including server referenced but ran into severe performance issues doing that. Apparently, server version 12 has a lot more I/O when an ARCSOC.exe instance starts up so a network folder share is no longer an option)
