Help needed changing cache storage location on ArcGIS Server

Using ArcGIS Server 10.9.1 (although I've also tried 11.3) I have configured an additional cache storage location, with the idea I can copy the cache to the new location and reconfigure the map service to switch over to the new location.

This is mostly a precursor to moving to Azure, but thought I should first make sure I understand how it works on standard drives first.

So, I've copied a cache folder to the new location, reconfigured the map service to use the new cache location, the map service restarted when I pressed "Save", and the map service "appeared" to be working okay... until I deleted the cache from the original folder and the cached tiles stopped flowing.

So I copied the cache back to the originally configured cache location, and the map service started working again! The REST admin interface, even the config json files for the service think it's using the new location.

It seems the only time it picks up the new configured cache folder is when I restart the ArcGIS Server service.

What am I doing wrong?
