Does the Authorization File support for Esri secure license file (*.eslf)?

Open the ArcToolbox > Data Management Tools > Geodatabase Administration > Create Enterprise Geodatabase Tool.

The arcmap is crashed  when select a esri secure license file.  Is there any problem with this operator or how to create a enterprise geodatabase with *.eslf ?

The reason of the error is the SQL Server Express.
