I have a map service published on ArcGIS for Server 10.2.2. The map service is intended to be used in ArcMap. Is there a setting for preventing ArcMap end-users from right-clicking on the map service in the table-of-contents, choosing "Create Layer Package" and downloading the data? I would like to prohibit end-users from being able to download the map service data from within ArcMap. Changing the map service options under >Capabilities >Mapping >Operations Allowed are not prohibiting data downloading.
