That link is for windows phone for windows 7 and 8.

Hi Ali,

This isn't my area, so I'm just going by what I can find in the help and blogs. It looks like if you're in the US, you can download the API/SDK from the Customer Care Portal. If you're outside the US, then you have to talk to your local distributor.

For instance, ArcGIS for Windows Mobile 3.1 released.
