ArcGIS Server Slow Performance on VMWare

We are facing a strange issue with ArcGIS Server on VMWare. We have installed ArcGIS Server 10.1 on (VMware® Workstation

10.0.1 build-1379776). We made sure that all settings were applied as described in ESRI documentation and both physical and virtual servers are barely loaded. The problem is as follows:

 

1- When we call REST Services URL's for the first time after starting ArcGIS server, it takes around 40 seconds, ~ 1 minute for the page to be displayed. After the first time, access becomes fast and normal

 

2- Using JavaScript API or Flex REST API, any map deployed on this server takes around 40 seconds to 1 minute to load after any operation (Zoom in, Zoom out, Pan)

 

3- Find task, buffer task and geometry service operations take the same time as well to respond

 

We have assigned the VM 16 GB RAM and 4 cores.  Any clue how to solve this issue ?

This type of issue sometimes occurs when the memory commit charge is maxed out. Sometimes it's a result of a misconfigured VMware balloon driver. Does increasing the virtual memory on the machine help?

Were you able to resolve your performance issues?

We are experiencing similar performance problems when we upgraded from ArcGIS Server 10.2.1 to 10.3.

We are using VMWare.  Where are the recommendations for VMWare settings for ArcGIS Server 10.3?
