ArcGIS Server Log: No instances were available

What sort of situation can make ArcGIS Server think that "No instances for 'bleep.GPServer' were available for 60.116 seconds."?

Based on other logs, I know that at the time of the error message:

- Only 1 application was trying to start a geoprocessing job with that service

- The job got a job ID

In the minutes preceding the error, the geoprocessing service was being actively used with no problems and the error has not recurred yet.

The geoprocessing service is configured to start up to 1 instance of itself.

System Details:

- ArcGIS Server 10.3.1

- Windows Server 2012

What are the min and max instances? Depending on how long it takes the GP service to run, an instance, (or SOC process), may not be available before the request times out.

Hi Jonathan thanks for the reply. In responding I realized I posted in the wrong place given my issue is with a map service and not a geoprocessing service. I will create a new thread.
