I am traying to upgrade from ArcGIS server 10.1 to 10.2.2. After installation and web adaptor configuration, everything works as normal and I can successfully administer server and access rest services from external network. However, if I restart the server then the web adaptor is disabled (external access will work only with port number (http://static-ip:6080/rest). I have to reconfigure web adaptor every time the server restarts to get the rest / admin access from external network.
I had problems upgrading web adaptor. I would try uninstalling web adaptor, then installing 10.2.2 - clean install, no upgrade. Maybe even deleting the arcgis folder if it remains, then install
