ArcGIS Server 10.2.2 Cache Scales

I have created my aerial basemap cache tiles with scale levels up to 1:2 257

When the tile cache is viewed in ArcMap, I can zoom closer past this scale level, and I can still see my basemap tiles (even though my images gets pixelated).

So my problem is: When I zoom closer past this same scale level via my website (using the same web map service), my basemap tiles dissapears.

How can I get the same effect I get with Arcmap ? Whereby my basemap tiles never dissapears?

If you are using the ArcGIS for JavaScript API, adding the layer as an ArcGIS Tilled Map Service Layer allows you to resample tiles when you zoom in past the last level. You will find these options in the constructor as resampling and resamplingTolerance.

Given that re-sampling is disabled by default, I'm suspecting that the web map is just using the defaults. I couldn't find anywhere to override this setting in web maps.

Please consider using image service's cache (i.e, a cached image service, rather than map service from caches). For the details, refer to ArcGIS Help (10.2, 10.2.1, and 10.2.2)

With cached image service, your issue will be solved...
