Uploading CSV to hosted layer table - changes time fields no matter what setting I import with

I am taking a csv and creating a new hosted layer table in our portal.

My date fields are in PST, so I said that when importing and it shows me the actual time - 8 hours. I thought maybe I screwed that so I tried to import saying it was UTC and it still showed in portal as - 8 hours.

Is this a bug?

How does one get the time to be respected in the desired time zone?

Are you publishing through ArcGIS Pro as a hosted layer? If so, would changing the settings under the Configuration Parameters help to specify the time zone?
