Sharing A Feature Layer

Hello,

Is it normal that you have to share the related Map Image Layer in order to get the Feature Layer shared to everyone?

I am finding that the security does not function properly unless the related Map Image Layer has the same sharing permissions.

Yes. One needs to share the map image service (share with all you want to give view access) and the feature service (share with those you are giving editing rights). There will be issues if you don't give the view access to the editors.
