What does the group level sharing control? Is it just who can see the group but not necessarily the content within the group.
For example, I found a group that had be shared with everyone (so the public) then there is a service that is shared with the group only. So, can the public see the service? Or is it only members of the group?

You guessed it right! The group's own visibility level defines who is allowed to see the group. This could be useful for groups that work on sensitive projects, or for more administrative groups where the group's own existence or membership may not be something your organization wants public.
Changing the settings of the group itself will not affect the actual items that are shared with the group, though, so no worries about accidentally sharing something publicly.
