Easy To Read Labels in ArcMap

How do you create easy to read labels in ArcMap?  Attached a screen capture from a King County website which I think is using ESRI products.  The labels are easy to read on top of aerial photos, etc.  I've tried using halos but there not as clean as the fonts on King County's web site.  I don't see symbols like these in ArcMap's Symbol Selector.  Am I missing something?

Have you tried to use a shadow effect instead?  You might like the look a little better.  It's under the Advanced Text tab.
