Custom layout in Portal for ArcGIS has inaccurate scale bar

I have created a custom layout for printing from our Portal, but the scale bar is inaccurate. I have deleted it and remade it, but every time I do, the scale bar is still out. Does anyone know what could be causing this problem?

You will have to show what you mean by inaccurate.  Is it in the wrong coordinate system? is it reporting decimal degrees when you expect something else?  a screen grab and the settings you used would help resolve the issue

I have tried uploading the layout template in Web Mercator (which our Portal maps should be in), as well as UTM 14N (which our data is in) and it gives me the inaccurate scale bar for both. The scale in the web map and Web AppBuilder application are accurate, and the scale bar is accurate in ArcMap when I created it, but when I use the layout that I uploaded to our server, the scale bar is out.

As you can see in the image, the scale bar shows the distance is ~1.6 miles, when it should be 1 mile.

other than to say that coincidently there are 1.6 km in one mile... which has be thinking that the scalebar is coincidently accurate but the label is wrong.  I would give that a check

I thought the same thing, but I double checked the units used, and I can switch it to kilometres, which switches the distance to ~2.6 kilometres. So, unless something with the scaling is wrong throughout, I still think that I must have done something wrong.

For the time being, I have switched the label to say "Kilometres", which is accurate enough for what we are using the map for.

I will still investigate what is causing this problem, because it is incredibly frustrating!

delete the scalebar and recreate it...I think they may be static
