Coded value domain addition appears at REST endpoint but not in Portal item

I have added a coded value to one of my domains and overwritten the feature/map image web layer.

I see the value at the REST endpoint when I use the Query Domains operation, but the value is not appearing in any of the Portal items: under List of Values of the modified feature service, in the web map when I edit a feature and check the dropdown, or any app that is using the web map. 

I have published updates just like this several times before and they were successful.

Tried restarting the feature service and have waited at least an hour. Any other ideas, places to check, Portal things that I can give a kick to restart or refresh?
