Currently there is no functionality in limiting users from uploading multiple large files or creating large hosted feature layers. We had situations where users have consumed too much disk by accident and used up all the disk on the server.
It would be nice for portal to have similar functionality like ArcGIS Online credit quotas. Where instead of credits, have a limit on how much storage size each user is allow to use. This will also help admins determine how much disk is required on the servers as the number of publisher grows.
