Secondary config-store to increase the high availabilitiness of the ArcGIS Server Site

By design, ArcGIS 10.1 for Server can have only one config-store within an ArcGIS Server Site.
If there is a network problem between ArcGIS Server and storage, in which config-store resides,
or if a storage fails, the entire ArcGIS Server Site fails to serve its services.

As Esri acknowledges that the config-store can be SPOF,
I'd like to have a configuration which I can set the secondary(or fall back) config-store so that A
rcGIS Server can look for when any issue to the primary config-store occurs.
It will increase the high availabilitiness of ArcGIS Server without purchasing still expensive SAN
or NAS.

config-store should not be single point of failure

and fail to push architecture in right way
in case of environment segmentation (development, load test, production)

We should be able to easily reconfigure it, duplicate, reconfigure for another server.

At least, giving a step by step or documentation on how to deal with config-store unavailable (file server is unresponsive, accidentally deleted, storage is unresponsive etc). So we don't need to worry on SPOF.

Ideally, I'd like to see the option to have the configuration store implemented in an RDBMS.

This is a big deal for us - our systems are used by Emergency Services agencies
