Please do not deploy Beta features to future production releases of ArcGIS Enterprise. The temptation to build solutions targeting this functionality is too great for users to ignore and it makes supporting the platform more difficult.
If you want to provide access to users to test beta functionality and provide feedback then a license free (as in if you have an existing ArcGIS Enterprise license you can deploy the Beta version concurrently without needing to purchase new licenses) deployment of ArcGIS Enterprise should be available for deployment and testing.

I think it would make more sense to package them as a separate installation that can go on-top of a full install to include the Beta functionality to users who wish it. The inclusion/expansion of Web-Hooks is great at the 11.0 level; but leaving in place a incomplete/beta stack that would be subject to change in the next or future release compromises the FULL RELEASE SDLC.

We do not expect beta features in ArcGIS Enterprise to introduce any security issues, but we only will include beta features in short-term support releases. Including beta functionality only in short-term support releases will allow customers that have concerns about beta features or restrictions on using software with beta features to avoid them.
