It appears that you can connect to a PLS-CADD database via any ODBC connection.  How you get the data out of PLS-CADD and into ESRI i have not yet figured out.  There needs to be a way to export the data; locations of structures, the attributes about each structure - height, class, structure type; if you have materials data tied to the structures within PLS-CADD it would also be nice to bring over this data through and possibly tie this to accounting software, work orders, costs etc.

As mentioned in (https://community.esri.com/t5/arcgis-pro-ideas/pls-cadd/idi-p/9385580 PLSCadd exports to dxf and a range of spreadsheets which are already available via the ArcGIS Enterprise.  If interoperability is needed FME by Safe Software could certainly be an option.
