Link/Enbed REST Admin into AGS Manager

Either embed the REST admin into the Online AGS Manager, or link to it...
The AGS services managment is too disconnected.

Or you could just make it so that when I publish/restart a service, it resets the cache for me.

After ArcGIS for Server 10.1, the REST Cache is cleared automatically when services are published, updated, or deleted: http://resources.arcgis.com/en/help/rest/apiref/clearcache.html
