License 3rd party apps through Portal

In ArcGIS Marketplace, customers can purchase licenses for 3rd party applications and assign them to users in their ArcGIS Online organization. In addition, customers can purchase add-on licenses for Esri apps, download them and add them to their ArcGIS Enterprise environment, and assign them to users there.
Please provide the capability for customers to purchase 3rd party licenses through the ArcGIS Marketplace, download the licenses and add them to their ArcGIS Enterprise environment, and assign licenses to users in Portal.

Scenario:

  1. A customer goes to ArcGIS Marketplace and purchases licenses for a 3rd party mobile application.
  2. The purchased licenses appear as add-on application licenses in the customer's My Esri organization.
  3. The customer generates and downloads a new license file for Portal that includes the add-on licenses.
  4. The customer adds the license file in Portal.
  5. The add-on licenses appear in Portal.
  6. The customer assigns add-on licenses to users in Portal.
  7. The customer installs the 3rd party mobile application on their device and configures it to authorize using their ArcGIS Enterprise instead of ArcGIS Online.
  8. A licensed user logs into the 3rd party mobile application using their ArcGIS Enterprise credentials.
