Functionality to update/overwrite service using service definition file

• In the web-based ArcGIS Server manager - add functionality to update/overwrite a service using .sd (service definition) file
• Add geoprocessing tool to update/overwrite service using .sd (service definition) file

I second this, the current function

UploadServiceDefinition_server

fails when the service already exists.

This is now possible in ArcGIS Enterprise.  Please log a new Idea if you are still having concerns.
