Starting with ArcGIS Enterprise 11.0 it is possible to pull the ECP file directly from Enterprise for Kubernetes:
Export Geodatabase License | ArcGIS REST APIs | Esri Developer

Please make this functionality available for ArcGIS Enterprise in general to support Pull Enterprise Geodatabase license automatically - Esri Community.

I checked the API, but it does not seem to be available in the Windows/Linux Versions:
