As per https://enterprise.arcgis.com/en/portal/11.4/use/use-hosted-layers.htm#GUID-47A1D795-B330-45D7-89F7-... exporting from Portal is only supported for hosted content. It would be great if this capability was also available for non-hosted/unhosted feature layers from our Enterprise Geodatabase!
