Collect attachments in database replica without having to download all attachments

When using runtime apps or Collector to collect data in an offline geodatbase we currently have to choose between not being able to add attachmetns, or having to download all the existing attachments.  For projects with a large photo collection component the inclusion of previously added attachments can quickly make the runtime database too large to download.  

Ideally the ArcGIS Server feature servcie endpoint should let us specify support for new attachments as well as if we want to download exisiting attachmets when creating a runtime geodatabse.

Starting with the Quartz release of ArcGIS Runtime and ArcGIS Server 10.4, you will have more flexibility when dealing with attachments. You could choose to not download existing attachments but still be able to upload new ones during sync.

There have been many improvements to ArcGIS Enterprise and ArcGIS Maps SDKs since this Idea was originally logged.  If there are still suggestions for improvement, please log them as a new Idea.
