The docker service and notebook server need the run-as account to be logged in to the machine as user per: Install ArcGIS Notebook Server—ArcGIS Notebook Server Installation Guide (10.7) | ArcGIS Enterprise
It would be preferred if a user did not need to be logged into the server for the notebook feature to function. In our case Notebook Server and Docker are running on a Windows 2016 Virtual Machine.
