Add the ability to archive items

As the use and content of my organization's ArcGIS Enterprise deployment grows it would be very helpful to have a way to archive content that is no longer actively used but we are still required to keep for a set amount of time.

For example, for an event we created groups, maps, apps, a Hub site, services, etc. We no longer need to use those resources for daily business operations. However, we need to keep those items for a set amount of time and possibly review them again at a later date. I would like to be able to "archive" the groups, maps, apps, Hub site, and services so they are no longer visible to other users and the services are no longer consuming resources on our servers. Then if we need to access the items again, they can simply be reinstated since all the data is still there.

This is important for us as well. We need to keep copies of records and public notices - which hub sites definitely fall under. Currently, we just keep them unpublished and in the same list as the others - some of which we have renamed with a zArchive- prefix, but that doesn't separate them, only notify users to (hopefully) not use them. If we could archive, or even package and download, it would help with storage, permissions, and just day to day operations.
