So far I've found 3 other ways to export the attribute table to Excel or CSV, each involving more steps (described below). It would be helpful to have an "export to _____" built right into the table view of the hosted feature layer inside Map Viewer.
options that I found already:
- extract data tool inside Map Viewer (it involves additional settings on the layer itself)
- open the layer in ArcPro and extract the attribute table from there as normal
- find the layer in My Content, export the data to a CSV inside and save inside of Portal, then download the CSV to your computer
