Not sure where the issue lies, we don't use any proxy server settings.
It just makes ArcGIS Earth unusable.
Any advice or suggestions on how to resolve this would be greatly appreciated.
I am having the the same problem (same version, Windows 10)
When added to windows firewall, no change.
No proxy server settings.
All other ArcGIS connections seem fine.
Where would we report this activity?
I experience tile scattering of the background in all but the USGS National Map.
I reported this during the early days of the public beta, always on Windows 7.
Google Earth, ArcGIS Basic, and ArcGIS Explorer all work without incident.
