I have an expired license from my 10.2 tutorial 1 book. I purchased the 10.2 Tutorial 2 book but can't seem to figure out how to change the licenses. I still have 10.2 installed on my notebook.
First: I tried to activate using the ArcGIS Administrator Authorize now under desktop tab. Got the following error: 7174 Only deployed entitlement line item can be fulfilled.
Second: Assuming I need to deactivate the old expired license, I went to support operations in the ArcGIS Administrator and clicked on deauthorize and selected my trial license. I got an error: 7466 The return of the fulfillment is denied by the return policy because max return exceeded
How do I swap the new license from my Tutorial 2 book without reinstalling 10.2? It works fine, just need to change license file names.
I have now way to contact support in My Esri. All support tabs are grayed out and unavailable.
Any help would be appreciated.

Give them a call, be sure to let the CSR know it is an Esri Press Tutorial 180 day Advanced evaluation seat that you are having trouble activating the code--and then authorizing.
I'd go with Customer Service, they'll adjudicate and verify your authorization and get you directed to the correct technical support component for Esri Press installation support.

That type of license does have its limits. Your options now would include:
The latter is quite inexpensive (kind of a Word 365 for GIS license agreement)
The 2nd is free
The first is a tradeoff between how much money you think you are going to save versus how much time you want to put into trying to save it. A new trial version would .... generally ... requires a complete uninstall, depending upon the origins of the trial version.
ArcGIS for Desktop Installation support has some information and threads related to the trials and tribulations of installations and upgrades.
The expired authorization simply needs to be deleted from cache on your notebook PC.
With Administrator privileges, delete (or rename if uncomfortable) the ArcGIS_xxxxxxxx_tsf.data and the tsf.data_backup.001 from the FlexNet Pbulisher trusted storage located at: C:\ProgramData\FLEXnet
As with your Tutorial 1 you must activate the Authorization number against your individual Esri global account. You do that from here: http://esripress.esri.com/display/dsp_ArcGIS10Eval.cfm
With the authorization code activated, you can then run the ArcGIS Administrator -> Desktop: "Authorize now..." wizard.

I also went to the "deauthorize" button and no licenses are now shown as installed.When I entered the code in the "http://esripress.esri.com/display/dsp_ArcGIS10Eval.cfm" location, I didn't receive and email as it said I would. I did get a list of instructions and a note that I would also receive an email. Do I need to wait a while for activation to take effect?
This is a link to the error. 41575 - 7174: Only deployed entitlement line item can be fulfilled looks like I need to set up a new account. What do you think?

Sorry, that should have taken care of things for you. There have been problems in the past with the registration servers not completing activation of Authorization codes--you might try to activate it again.
Otherwise, we'll assume you have a valid and unused Authorization code from your Tutorial 2, was the text ordered directly from Esri?
Suspect you are entitled to installation support from Esri technical support--both having purchased the Tutorial and if your school is an education program participant. Either way--go ahead and open a ticket with Esri http://support.esri.com/en/webform -- they'll be able to confirm the Authorization code is unused and valid, and can assist with getting it activated correctly so you can use it to authorize your seat of 10.2
What I am not sure of is if the 180 license Authorization code is for ArcGIS Standard (ArcEditor) or for ArcGIS Advanced (ArcInfo) functional level. You will have to select the correct single-use radio button on the ArcGIS Administrator -> Desktop panel.
Esri support, or an Esri Press CSR will be able to advise you which.

I don't have access to open a webform ticket when I tried to set one up and I can't find any other place to contact ESRI. Man, this is as difficult as navigating my health care website. They don't want you to contact them.
I opened a new account, under new email, and tried to activate license again. Didn't activate. Again, I get no confirmation email or any indication that anything has happened. And it won't activate in the ArcGIS Administrator. Seems like a straightforward process. The license is for advanced use and I purchased it directly from Amazon, new.
The next thing is to see if the license is good and still has the 180 day use still available. Any idea where I can find that out without submitting a webform?
