Authorize Arcgis 10.4 problem

I had a problem de-installing 10.0 and installing 10.4 but after cleaning out the registry of all items with esri or arcgis and was able install 10.4 as well as arcgis administrator. The problem I have now is that each time I try to authorize the software using the administrator the utility goes no where. I can't seem to get to the authorization page to enter my code. Thanks for your help.

Are you using concurrent use license, in which case you require ArcGIS License Server Administrator (License Manager) to authorize the licenses.
