Hello there
I have found a small problem when installing ArcGis 10.4, for some reason after I installed ArcMap , the start-up would display “ Arcmap has stopped working “
However, I found ArcGIS would only open once I had uninstalled the Data Interoperability extension 10.2
I can imagine that using different versions of different ArcGIS components that this could cause this failure. Any reason why you updated ArcGIS to 10.4 but left DataInterop on 10.2?

Yes, well I had actually forgotten I had it installed. Just that the error message was pretty vague

Existing ArcGIS for Desktop users—Help | ArcGIS for Desktop
Check the details there, to ensure that you have completed all the other requirements. I suspect the license manager may have been in play.

My ArcGIS License is confirmed 10.4, but after installing both ArcGIS Desktop 10.4 and the Data Interoperability extension 10.4, ArcMap failed to open on two separate Windows 7 SP1 machines. I uninstalled the Data Interoperability extension and repaired the Desktop install, and ArcMap was once again able to open and function properly.
What else is installed on these 2 machines where you can repro this? We've tested this on numerous machines and can not reproduce the ArcMap failure with Data Interop installed. Any other details would be helpful. thanks!
