Is there a way to manually download the Operations Dashboard on a PC (with no access to C Drive) for offline deployment?

Question

I need to download all the components of the Ops Dashboard and transfer all the files to another network behind a firewall.

I currently cannot access the C drive on the PC I am using so will need to be able to choose where to download the files (i.e. to a personal folder).

If you have Portal for ArcGIS, you can utilize Portal to deploy Operations Dashboard:

Deploy Operations Dashboard to Portal for ArcGIS—Portal for ArcGIS (10.4.1) | ArcGIS Enterprise
