Hover text in dashboard is not respecting date format

In a clients Dashboard, their hover text displays a full mm/dd/yyyy date instead of the year. How do you prevent this? The data is entered via Survey123 as year only, the field display is set to year, the year format in the dashboard is yyyy, but the hover text writes the first of the year full date which misrepresents the data.
Why wouldn't it just display the year?
