Dashboards: Category Selector Including "Flash Action" Region Instead of "Spatial" Region

Hello, 

I am working on my first dashboard & have noticed something weird about the category selector I created. It looks like the selector is including the entire "Flash Action" Region instead of "Spatial" region even when the flash action parameter is disabled. The screen shot displays when the flash action parameter is enabled to show that the selector is going outside of the spatial area and including all parcels in the flash region. 

Only the yellow parcels in the dark blue area should be filtered. But that all depends on if I am doing it right of course! haha
