Dashboard ignores web map symbology

Hi,

I'm working in ArcGIS Enterprise 11.1.

I have a dashboard with a web map with symbology as shown in the legend below.

The sizes and colours of the symbols are defined by the same field as the label on the map. However you can see that the map is not using the correct symbology; all the red dots I highlighted in yellow should be blue dots, same as the one I highlighted in the legend.

Does anyone know why this would happen?
