Dashboard Category Selector not connecting to Map layers

Hello,

I am attempting to set up a Dashboard from a Portal (Enterprise 10.9) created Web Map. The data is sourced from a User Managed Datastore, and the layers are confirmed to be Feature Layers, not hosted. My aim is to use the Category Selector, to search from a list of addresses, Flash, Pan, Zoom to it in the map, however, when I attempt to set up the Actions, it only allows me access to the WebMap and not the layer inside. The data Options are Features 

The STVR Web Map has the following Layers:

1. STVR & 2.City Limits.

In the webmap, I have tried adding the layers as Map Images, Feature Services, and through their URL from my rest and none of them allow me to complete the steps. 

I am running out of ideas, your help is much appreciated.
