Change a table formatting in a dashbaord

There are 2 things I want to do that I don’t know if they are even possible.  I want my table that I have in a dashboard  be pretty and kinda do a wrap.   Like the first table below.  The lake name once and then all the years and stocking info underneath of it.    The second thing I want to do is I want to know if 1.  My pop up will show with a hover instead of a click  and 2.   If I can wrap the pop up the same way I want to do with the table so all 28 records (Or however many) don’t have to be scrolled through when the user interacts with the map.

Here is my table in a Dashboard  -  I dont want the lake name and acres listed every time.   

Is there some Arcade code or something that someone knows that can make my table cooperate or is there an easy way I can get my table to look like the one above I guess that is my question

Thanks so much in advance.  Any help is appreciated as I know this is something I will want to do with other applciations.
