Automatic lablleing of 0 for non-existant data

Hello,
Seeking some clarification or guidance, this chart never had the zero values labeled until the recent update, I think in June.
The data in yellow begun in 2021, so there is no point in labelling the 0 for all the previous years, the data is actually not there but somehow the zero's are labelled.
How can this be fixed?
