Allow users to customize page name that appears in browser tab, or use dashboard title rather than item name

Idea: Allow users to customize the text that appears in a dashboard's browser tab. Alternatively, use the dashboard title, not the content item name.

Reason: In our organization, we have lots of content to keep organized, so we follow a naming convention that serves us well but is neither succinct nor particularly helpful to our end users. It always starts with an eight-digit project number, which is not what we want to see in a Dashboard header or in a browser tab. It would be very helpful if we could specify a short and to-the-point page name to appear in a dashboard's browser tab instead of the longer and less user-friendly content item name. 

If allowing us to specify a page name is too complicated, another option that would still be an improvement would be to use the dashboard title (if we have provided one in the Header settings) and the content item name only when no title is provided.

It would also be great if we could customize the favicon in the tab, but that's less important.
