Setup basemaps

I want to setup my organization basemaps with the option of users to select the configured basemaps in collector.

Can someone tell me how to do it? Can it be done if I don't have admin rights on my organization account?

You need to setup a basemap group through the org settings as an admin and then sign back into the app to pick up the changes made to your organizations setup.

Is the same possible in ArcGISOnline on my personal account?

Nope, personal accounts will always point to Esri default basemaps and personal accounts (non-subscription based) cannot sign into the Collector app.
