Offline Map Area Error

I am trying to use ArcGIS Online to create a 'map area' for offline use in Collector. After drawing the map area I receive an error message, "The two items must be shared the same way for this Relationship Type". When I create the map area in Collector itself there is no error, but I want to create in ArcGIS Online so I can easily allow others to use. Any suggestions?

So I have run into the same issue today and figured out another "fix" for it.

I am using ArcGIS Enterprise Portal 10.9.1 and ArcGIS Field Maps in a disconnected environment (no internet). I was attempting to make a map area in Field Maps for use on a tablet and encountered the above issues. I set all the sharing permissions for everything (web map, feature layers, and service definitions) to be the same and tried again: no dice. 

I ran some smaller tests (I was originally trying to make a large map area) and found that a small test in one area worked while another of equal size did not. The difference between the two? The one that did not work contained features that I had collected previously using Field Maps mobile. 

I got rid of the error by deleting all the features I made (they were only test features) and then retrying the large area. It worked.

This is obviously not ideal so... @Esri get on it please and thank you.

2023 and still having this issue

I was having this issue today, but fixed it in the following way: 

• I found that the map was being shared to a group that I was a member of, but not the owner of. The sharing to this group was not shown in the 'Change sharing' options. 
• I had to change the ownership of the group above to have my username as the owner, then I could 'unshare' the map with that group. 
• Then the offline area creation worked.

Here we are inAugust 2023 and the issue persists. I am professionally embarrased that the issue still exists. I had to resort to sending field workers a Google Map to achieve their tasks.

Unsharing from group and adding offline area works

Halfway through 2025.  Still a problem.  Even though there are workarounds, hopefully they fix this bug or create a product enhancement so does not require workarounds. As with others here, there are various reasons some or most of the workarounds above will not work for my org or at the least are not ideal and in reality I don't have time to dig in to. I have dozens of Workforce maps I have inherited. The idea of workforce is it to scale and support BIG customers. Big customers needs turnkey products at least for common use cases. Offline for WorkForce is basically the product itself in a nutshell. Half our service area has little to no mobile data.  

Perhaps with WorkForce being retired and folded into Field Maps this will improve. On the other hand, it may also move this to lower priority and continue to persist for a few more years. In that case I may look for other software. It would useful if we could hear from an Esri engineer on if this is in the roadmap to fix or solve, to be able to plan for the future for deploying a mobile GIS.

Workaround: I went back on one workforce project as the map owner on Workforce. I even removed some feature layers that were in there for general reference and had sync enabled. So it's just the workers and assignments. I then unshared the Dispatch and Worker Maps and the layers in them.   And... while it did let me create Offline areas, about half my Assignments became un-editable. For me and my colleague. So basically offline I can't get to work. With just out of the box an Assignment layer and that is all, in the map. 

I see the app was last updated two years ago, 2023. I know it will eventually be in Field Maps but it will take years probably to iron out the bugs. Meantime we need it to work now. Or at least, hopefully they can release one more update sometime this summer would hopefully be possible?
