We plan on using portal with collector so save on ArcGIS Online user accounts. just wanted to verify that collector can be used totally without an Arc online user account?

Yes, you can use Portal for ArcGIS. But, Portal has a limited set of named users (10) if it's workgroup and unlimited, if you have Enterprise license.

You still need buy named users if you plan to have > 50 with an enterprise license.
5 for a standard license.
