Cannot Submit Collections (Edits)

Collector Version 21.0.4
When attempting to submit new features or edits using collector, am prompted with the following message.
This is some what an anomaly since this occurs only when attempting to create or edit features within a specific enterprise geodatabase that, which all features are connected through a feature set.
For reference other enterprise geodatabases are able to be updated, it seems to only be utility data.
Has anyone had a similar experience and can share successful troubleshooting.
