The process to setup offline web maps for Collector and Navigator is far too complex. It would be far simpler if all web maps shared with the user were available for offline use, regardless of the way the maps layers are setup, i.e. layers don't need to have to be enabled for offline use and all layer types are supported, even if this meant simply caching them as image tiles with the exception of editable feature layers.
