Custom ArcPad edit forms that are partially covered by the keyboard on a mobile device do not show a scroll bar to move to the lower part of the form. The only way to get to the entries that are hidden is to deactivate the keyboard first. The default attribute entry form for the same data will show the scroll bars on the side and allow the user to keep the keyboard on the screen.
This idea is under consideration by the ArcPad team for ArcPad 10.1 release.
