Workspace locked, now licensed users exceeded

I had a system crash, and when I brought City Engine back up, it refuses to start with a "workspace locked" error.  I tried renaming the workspace I was in, but it didn't help.

I tried moving aside my user config area, and now I'm also getting a "licensed number of users exceeded" message.

I'm on a Linux system.
