unable to create landing page

Any ideas why I wouldn't be able to make a landing page from the App console page?  Every time I click Create, it says unable to complete the operation.

Any help would be appreciated.

My app landing page only works in Chrome. In other websites it shows something like the template but nothing works. Any idea why?
